Its from a piece I want to use and I already know what it does for me, how it reads, but I want other "translations." Where do you see changes in the person speaking, where do you see evolution? What do YOU think it's saying?

He spends a long time asking if people want to live, if it's time to give (in? up?), if it's time to get down on their knees (to surrender? to pray? is there a difference?) Despite the "am I making you bleed" line, I don't think HE is a physical threat -- the problem is, he's not saying anything cutting (in any sense). Maybe there's a double-entendre in "cut to what you need", but I think it's more likely he just thought it sounded good.
It's kind of the same with "blown to the maxim". A maxim is an axiom; it's also a gun used in WWI. Did he intend the duality? Based on the rest of the lyrics, I'd be more inclined to call it a happy coincidence.
I think you can make this song mean anything you want it to mean, Michele. The music is great (it's got a good beat and you can dance to it); the lyrics are amorphous enough that any visual you give them could probably be supported.
I don't know if any of this helps -- I'm pretty sure it's not what you were asking for.
